One Horse Power Char-à-banc?

This photograph was taken at St. Helier Harbour.  While Fort Regent is in the background there is insufficient background detail to be sure of the precise location.

Jersey Tour operators vary rarely bought new vehicles, it would seem likely that this Char-à-banc which has a London registration plate has just been unloaded onto the quay.  At the time which would appear to be prior to the Great War, it is very likely that all fuel would have been drained from the vehicle prior to shipment.  The most likely explanation for the "Horse Power", is that the Char-à-banc was being moved to an area from which the importers would collect it.
